Representative of scientific environmental organization in the executive committee of Yalta municipal council (1991). I guided ecology problems of the Crimean South Coast, initiated and developed projects of economy mechanism of rational use of natural resources in the region, of city ecology foundation (payments for damage caused to the environment), of ecology police and of ecology department at the Yalta city executive committee. I was engaged in creating the Ukrainian legislation on the environment protection.
At the end of 1991 I worked under the contract for several months as an editor on advertisement and external communication activities of the new All–Ukrainian catalogue magazine “Panna” (Kharkov).
I was an author and leading officials of this magazine entitled (on my proposition) “Fourth wave” and devoted to the problems of emigration and manpower export from the former USSR.
In 1992 I organized information analytical and innovation activities at the Kharkov industrial conversion exchange (3–month work under the contract).
Since 1979 till 1989 I was a nonstaff reviewer of the following abstract journals (of the All–Union Institute of Scientific and Technical Information, Moscow): “Soil Science and Agrochemistry”, “Geography”, “Environment protection and Rational Usage of Natural Resources”.
Since 1980 till 1990 I was an instructor of course and graduation papers of the students of the mechanic–mathematical department as well as geology–geographical one at Kharkov University. I trained about 50 undergraduates (final degree students, mainly mathematicians), specializing in the sphere of the mathematical modelling of ecogeosystems (the work has been renewed since October 1992).
In 1992 I formed and organized functioning of the consulting employment bureau on the “Ukrtechprogress” Center basis in Kharkov (consulting, training and other services for the citizens wishing to get job abroad, at the same time a computer data bank of specialists, wishing to work abroad was formed).
I worked out a conception of controlling migration processes and organising employment activity in Ukraine. As it has been announced by the Labour Ministry of Ukraine, the major ideas of this conception will be accounted for updating the project of the Ukrainian State Migration Service. I assisted in creating market of efficient employment service in Ukraine: helped in getting Ukrainian Labour Ministry certificates for some commercial firms; prepared for publishing a probe issue of “Employment Information Bulletin” for the Ukrainian information agency “Ukrinform”; published 7 issues of information–analytical bulletin “Employment and Emigration” as a supplement to the magazine “Business Life”; covered The “Fourth Wave” page in Ukrainian magazine–catalogue “Panna”; organized for the first time in Ukraine introduction of “Geoinformatics” firm (Kharkov) into international labour market through an “Internet”, which fact was reported by mass media in January 1993 through Ukrinform news agency; created and headed information and consulting employment agency on the “Ukrtechprogres” centre basis, which agency worked during one year (1992–1993),created and headed newspaper “Work and Education” (1996–1997).
In late 1992 – early 1993 I was busy promoting the USA Peace Corps programs and its volunteers in Kharkov and Crimean regions.
In January–June 1993 I guided four students of the Mechanic–Mathematic Department of the Kharkov University in their graduation works. Three works were in modelling ecogeosystems, including searching and analysing Hopf's bifurcations in this systems; one work was in population ecology and social medicine (modelling interaction between weak and healthy populations).
From April till November 1993 I worked as manager of External Link and Innovation Programm Department of the Incomcentre (Information and Commercial Centre), which was publishing ukrainian monthly “Business Life”. At the same time I was an editor on exetrnal connection department of the magazine and at the last month of my work a reviewer.
I was also a compilor, author and editor of the special issues (7 issues) of information–analytic bulletin “Employment and Emigration” (a supplement to the magazine “Business Life”).
From June till September 1993 I consulted and coordinated activity of expert–analytic group of the new, but already a most prestigious, Kharkov newspapeer “Kharkovskiye Gubernskiye Vedomosty”, in which I publish regularly, since May 1993 till 1995, analytic and information materials.
From the 1st October1993 till the 1st January 1994 I worked at this newspaper as a manager of analysis, expertise and external connection department. Besides analytic and expert work, I was engaged in promoting the newspaper to ukrainian and foreign russian language information markets, I have also created a courier service of the newspaper.
From June 1993 till 1995 I collaborate closely with the agency “Interfacs–Ukraine”, preparing for it analytic and information materials.
On the 29th of November 1993 I got the $500 grant from International Sciense Foundation (ISF, or Soros Foundation), within the program Emergency Grant Support, for carrying out scientific work in the field of mathematical modelling of ecogeosystems.
In September 1993 I, together with my disciples, made grant enquiry accor–ding to ISF Long–Term Research Grant Program (for project “Mathematical modelling of sediment balance in the sea–shore zone of terrigenic and biogenic type”).
In January 1994 after “Simon” newspaper assignment I elaborated a project of a “Times” type newspaper. According to the contract with this newspaper (“Private Review” in Dnepropetrovsk) since February 1994 I have been preparing regularly analytic reviews in the fields of economy and business (“Private Review” has an agreement on information exchange with “Simon”).
Since February 1994 I have been collaborating closely with prestigious business weekly “Capital Express” (Kharkov), for which I prepare weekly analytic and information materials on economic, business, politics and humanitarian problems.
Since March 1994 I have been contributing information and analytic articles to the Kharkov region weekly “Panorama”.
In February and March 1994 I elaborated strategy and tactics of young candidate to the Ukrainian Parliament Sergey Kasyanov's election campaign. Kasyanov represented centrist Inter–Regional Block of Reforms (union “New Ukraine”). I also headed his assistance group. As a result Kasyanov won the third place in the most difficult Komintern electoral district (# 371, about 80 thousand electors), where there was a record number of candidares (24, mainly from left parties). At the same time I writed articles on election campaign in Kharkov for mass media.
Since july 1994 I take a part in a development of the project of the system investigatios centre “Yaltinskii club” which is created in an analogy of the “Roman Club” and meaned to make conditions for a development of global and regional decisions and recommendations for leaders of Forms Soviet Union Countries.
Since September 1994 I perform a prior development of the project of the International scientific journal (in English) devoted to fundamental and strategic investigations.
In august – september 1994 I've worked out a plan of a version (in English) of the Ukrainian business weekly magazine “Business Inform” and prepared a reguest to the International Charitable fund “COUNTERPART” to grand publications of the first of 3 issues of this magazine.
From the December 1994 I work as a scientific editor of Ukrainian analytical magazine “Business Inform” which has highest rating among ukrainian analytical and scientific socio–economical periodical editions. In it magazine I published about 40 analytical and scientific articles and reviews on economic, business, social, political and humanitarian problems. Beginning with 1995 I've worked out follow projects: english version of the “Business Inform” magazine, international magazine “Bysiness Analysis”, “Proceeding of the Ukrainian State High School” (magazine), “Proceeding of the Ukrainian Private High scool” (magazine), Ukrainian scientific and practical magazine “Region: problems and prospects” (project was realised in1997), regional informational and analytic newspaper “Work and Education” (project was realised in 1997), “Bulletin (Vestnik) of the International Slavonic University” (project was realised in 1998), “Journal of European Regional and Comparative Research”.
